Why are track cranks shorter (165mm)?

Shorter cranks and a faster cadence is more efficient for track riders. They also help avoid pedal strike while going around banked curves of the track, especially in the slow starts where they're more upright.

With a fixed gear, you will have to pedal through corners. If your pedal hits the ground while you're leaning over, it will kick the bike up, and you will likely lose traction and wipe out.
